Master’s and PhD students no longer need a PAL

Since January 1, 2026, graduate students at public institutions are exempt from the study permit cap and do not need a provincial attestation letter.

One of the biggest changes for 2026 makes graduate study in Canada simpler.

What changed

Since January 1, 2026, international students enrolling in a master’s or doctoral program at a public Canadian post-secondary institution are exempt from the international student cap. They do not need a provincial or territorial attestation letter (PAL/TAL) with their study permit application.

IRCC expects to issue around 49,000 study permits to master’s and doctoral students at public institutions in 2026.

Who it does not cover

  • Students at private institutions, even in graduate programs
  • Undergraduate, diploma and certificate students, who generally still need a PAL

What to do next

Confirm that your school is a public designated learning institution and that your program leads to a master’s or doctoral degree. You still need a letter of acceptance, proof of funds and every other standard study permit requirement.
